Before You Register: Understanding the System
Pakistan's major welfare programs — including Benazir Kafaalat, Benazir Taleemi Wazaif, and the Dhee Rani Program — all operate under the umbrella of the Benazir Income Support Programme (BISP). To benefit from any of these programs, you must first be registered in the National Socio-Economic Registry (NSER), which is the national database used to identify deserving households.
This guide walks you through the complete registration process from start to finish.
Documents Required for Registration
Before visiting a registration center, gather the following documents:
- Original CNIC of the female applicant (required — photocopies not accepted)
- B-Forms for all children under 18 years of age
- CNIC of spouse (if applicable)
- Proof of residence (utility bill, rental agreement, or domicile certificate)
- Active mobile phone number registered in Pakistan
Step 1 — Check Your Eligibility First
Save time by checking your likely eligibility before visiting an office. Use one of these methods:
- Send your 13-digit CNIC number as an SMS to 8171.
- Visit the BISP official website and use the online eligibility checker.
- Call the toll-free helpline: 0800-26477 for assistance.
If the response indicates you are not currently in the NSER database, you will need to complete a new NSER survey (see Step 3).
Step 2 — Find Your Nearest BISP Office
BISP operates Tehsil-level offices across all districts of Pakistan. To find the closest one:
- Visit the official BISP website's office locator.
- Ask at your local Union Council or District Government office.
- Call the helpline at 0800-26477 and request location information.
Step 3 — Complete the NSER Survey
The NSER (National Socio-Economic Registry) survey is the foundation of all BISP program registrations. It collects data about your household's income, assets, education level, and living conditions to determine a poverty score.
During the survey, a BISP representative will ask questions about:
- Number of household members and their ages
- Household income sources
- Assets owned (land, livestock, vehicle, etc.)
- Housing conditions (roof type, water access, sanitation)
- Education level of household members
Be honest and accurate — providing false information can lead to disqualification.
Step 4 — Submit Your Application
After the survey is completed, your information will be entered into the BISP database. The registration officer will:
- Take your biometric data (thumbprint via NADRA device).
- Issue a receipt/acknowledgment slip — keep this safe.
- Confirm your registered mobile number for future notifications.
Step 5 — Wait for Verification & Approval
After submission, BISP processes your application. This typically takes a few weeks. You will receive an SMS notification when your application is approved or if additional information is required.
To follow up on your application status, you can:
- SMS your CNIC to 8171 again.
- Visit the BISP office with your acknowledgment slip.
Step 6 — Payment Setup
Once approved, you will be guided to set up your payment method — either a mobile wallet account or a bank account. You will need to:
- Complete biometric verification for payment activation.
- Receive your payment card or mobile wallet details.
- Collect your first payment at the designated channel.
Registration Red Flags — Avoid These Mistakes
